Astukevičs, a researcher at the Centre for East European Policy Studies, while its author Andis Kudors and Toms Rostoks, associate professor of the Faculty of Social Sciences of the University of Latvia, director of the Diplomacy master's study program, will speak about what is expressed in the book. At the beginning of the presentation, a video greeting by the founder of the theory of sharp power Christopher Walker, Vice President of Studies and Analysis of the National Endowment for Democracy (NED) to the participants of the event and a comment about the book will be played. Language of the event: Latvian, with simultaneous translation into English. Thepresent contribution aims at theclarification of thetheoretical problem on thenature of R2P norm and provision of conceptual tools for its solution. After differentiating R2P objects and contouring their content, thequestion whether theR2P norm is of alegal kind will be addressed. Thecontribution claims that application of theproposed legal concepts– theoretical conception related to thelaw, doctrine, norm, principle and rule– contributes to theclarification of theobjects and content of theR2P; and that political responsibility approach to theidentification of alegal norm

All of them could be reduced to “coercive deprivation by state institutions”. In modern democracies, theuse of this force should be exercised carefully and in accordance with theduty of thestate to protect peaceful enjoyment of possession by thesubjects of thestate. This report is devoted to examination of one specific kind of confiscation, which has thefollowing characteristic features: it is not applied as apunishment following aconviction; it could be applied to an immovable property and so interferes with thepublic reliability of theLand Register; and it could be applied to aperson who not only is in no way linked to illegal activities, let alone acriminal offence
