Key Determinants in Making and Implementation of Policy in Public-Private Partnerships

The paper compares seven EU member states – United Kingdom, France, Portugal, the Netherlands, Slovakia, Estonia and Latvia – and their experience with public-private partnerships (PPP) in their policies to provide public services. Three aspects of such partnerships were chosen for comparison: (1) political commitment, (2) legal PPP framework and (3) PPP supporting agencies. The results show that three factors are most important in implementing the application of PPP. Countries that are most advanced in application of PPP have: (1) constant, long term political stability and support towards PPP as a means of investment, (2) varied and stable political motives for supporting PPP initiatives and (3) well developed PPP supporting institutions such as competence centers and widespread application of standardized processes and documents.
