The Department of International Cooperation implements the international cooperation strategy, concepts, and directions in line with the University of Latvia (LU) Development Strategy, initiates their development, and plans international cooperation policy and activities, as well as launches new institutional initiatives.

The Department consists of the Foreign Student Division, the International Mobility Division, and the Strategic Partnerships Division.

The Foreign Student Division is responsible for attracting international students, developing recruitment plans, implementing various marketing activities – participating in international education fairs, organizing seminars, posting information on international education portals, holding information days, and other activities aimed at attracting international students to UL study programs. In cooperation with the UL Communications Department, it prepares marketing and informational materials for international audiences, builds and maintains partnerships with foreign agents, and provides various types of consultations (including personalized ones) to prospective and applicant international students. The Division develops and administers various support programs for international students, provides immigration support to new international students, and cooperates with UL units on matters related to attracting and admitting international students.

The International Mobility Division is responsible for organizing UL staff mobility procedures and providing mobility-related support. It ensures the planning, management, and monitoring of international education mobility projects, organizes the preparation and implementation of project applications, administers mobility program funding, and maintains mobility documentation (including all required reports), as well as contract signing with partner universities. It organizes and coordinates outgoing student and staff mobilities, providing support with contracts and other documentation, and incoming mobility participants’ documentation and reception. The Division keeps records and analyses mobility data, supports UL staff (students and employees) on mobility matters, coordinates with mobility coordinators across UL, and maintains regular communication with partner universities on mobility cooperation.

The Strategic Partnerships Division develops and implements UL’s strategic partnership policy, organizes and coordinates high-level visits of UL management and strategic partner delegations, and fosters the creation of deep, multidisciplinary partnerships, including joint/double degree programs, joint research centers, and shared infrastructure. It provides the Rector’s Office with up-to-date information on international cooperation, identifies and analyses opportunities for UL’s participation in international university alliances and research consortia, and represents UL in international organizations. The Division maintains communication and cooperation with the Ministry of Foreign Affairs of the Republic of Latvia, Latvian embassies and missions abroad, collects and promotes best practices in UL’s strategic partnerships, monitors global trends in higher education and research cooperation, and submits proposals for new international cooperation initiatives to the Department’s management and the UL Senate.
