Scholarships for Undergraduate, Postgraduate and Professional Programme Students
Applications for scholarships must be submitted through the ULLUIS electronic system within 10 days of the start of the registration week for the relevant semester, as specified in the Academic Year Calendar.
Documents confirming a student's eligibility for a scholarship must be submitted to the Faculty Secretary.
Under bilateral agreements on co-operation in education and science concluded between the Government of Latvia and a number of partner countries, Latvia offers state scholarships to foreign students, researchers and academic staff for studies and participation in summer schools at Latvian higher education institutions.
Applicants must meet the following requirements before applying for a scholarship:
- choose a study programme at a Latvian higher education institution (HEI);
- obtain a confirmation letter from the chosen Latvian HEI confirming acceptance to the selected study programme;
- applicants who are already studying at a Latvian HEI must also obtain a confirmation letter for their current or intended study programme;
- the confirmation letter must be issued by the designated contact person at the Latvian HEI.
International students may receive a Latvian state scholarship for a maximum of two semesters within a single study cycle.

SYLFF programme, implemented at the University of Latvia since 2002, provides financial support to outstanding master's and doctoral students in the humanities and social sciences, fostering the development of future leaders. Since the programme was introduced at the University of Latvia, 120 scholarship recipients have received SYLFF funding, contributing to the advancement of academic research in Latvia and internationally through their research and global experience.
Scholarship recipients are selected through a comprehensive evaluation of their academic and research achievements, motivation for graduate studies and research, as well as the interdisciplinary nature, objectives, content, and expected outcomes of their proposed research. Candidates' recommendations and their alignment with the mission of the Ryoichi Sasakawa Young Leaders Fellowship Fund (SYLFF)—to nurture the next generation of leaders—are also taken into account.
The programme aims to provide financial support to outstanding master's and doctoral students in the humanities and social sciences through a multidisciplinary fellowship programme, enabling them to develop as future leaders in academia and society.
The fellowship is awarded for a period of up to one academic year (10 months).
The Baltic Universities Scholarship is a joint initiative of the University of Latvia (UL), the University of Tartu (UT), and Vilnius University (VU). Its aim is to promote the study of the Lithuanian, Latvian, and Estonian languages and cultures, while strengthening cross-border cooperation among the three Baltic States and their leading universities.
Each year, a EUR 2,000 scholarship is awarded to a student who demonstrates proficiency in all three Baltic languages. The responsibility for organising the final stage of the competition and awarding the scholarship rotates annually among the three universities. In the 2025/2026 academic year, the final round of the competition will take place on 10 March and will be organised by Vilnius University, which will also award the scholarship.
The scholarship is open to full-time students at all levels of study and in all study programmes at the University of Latvia, the University of Tartu, and Vilnius University, including international students enrolled at these institutions.
To be eligible, applicants must demonstrate C1-level proficiency in at least one Baltic language (or be a native speaker), while possessing A1 or A2-level proficiency in the other two Baltic languages. Candidates are assessed on both their written and spoken language skills.
