Whistleblowing Law
In force since 4 February 2022.
Whistleblower
Any natural person who,
- while performing work duties or establishing legal relations (including volunteers, self-employed persons, service providers, as well as subcontractors, and representatives of administrative institutions),
- has obtained information that they consider to be true, and
- reports a possible violation to UL (University of Latvia), employee trade union, Corruption Prevention and Combating Bureau (KNAB) or other responsible institutions,
- reports a violation that harms the public interest.
(Note: If the violation only affects the person's personal interests or a personal labor dispute without public significance, it is not grounds for obtaining whistleblower status.)
Violations Covered by the Law
- Inaction, negligence, or abuse of official position by officials
- Corruption, fraud
- Squandering of financial resources or property
- Tax evasion
- Threat to public health or public order
- Threat to safety
- Violation of competition law or human rights
- Violations in the field of public procurement or finance
- Violations of ethical or professional norms
Recipients of Internal Reports
- The Rector;
- Another member of the University management;
- The UL Academic Ethics Commission.
Reports may be submitted:
- In person or by post to: Raiņa Boulevard 19, Room 136, Riga;
- Electronically by e-mail: trauksme@lu.lv, online via the state administration services portal Latvija.lv or on the website www.trauksmescelejs.lv by filling out the e-form.
Whistleblower Report
- Must include information about the whistleblower (first name, last name, address, and, if necessary, other information that helps to contact them).
- The submission must include the specific indication: “TRAUKSMES CĒLĒJA ZIŅOJUMS” (Whistleblower's Report).
- The whistleblower's report, evidence, and case materials are classified as restricted access information.

Protection of Whistleblowers (and Their Relatives)
- Identity protection - the whistleblower's identity must not be disclosed – this involves the PSEUDONYMIZATION of personal data.
- No adverse consequences - it is prohibited to cause any adverse consequences (retaliation) against the whistleblower.
