Whistleblowing Law

In force since 4 February 2022.

Whistleblower

Any natural person who, while performing work duties or establishing a legal relationship, has obtained information which they believe to be true and reports a possible violation to:

  • the University of Latvia (UL),
  • a trade union,
  • the State Chancellery, or
  • another competent authority.

Violations Covered by the Law

  • Inaction, negligence or abuse of office by public officials;
  • Corruption and fraud;
  • Misuse or waste of financial resources or property;
  • Tax evasion;
  • Threats to public health or public order;
  • Security risks;
  • Violations of competition rules or human rights;
  • Violations in public procurement or the financial sector;
  • Breaches of ethical standards.

Recipients of Internal Reports

  • The Rector;
  • Another member of the University management;
  • The UL Academic Ethics Commission.

Reports may be submitted:

  • In person or by post to: Raiņa Boulevard 19, Room 136, Riga;
  • Electronically by e-mail: trauksme@lu.lv.

Whistleblower Report

  • The report must be signed and cannot be anonymous;
  • The submission must include the indication: “WHISTLEBLOWER REPORT";
  • The whistleblower report, supporting evidence and case materials are classified as restricted-access information.

Protection of Whistleblowers (and Their Relatives)

Protection of Identity

The identity of a whistleblower must not be disclosed. Personal data are subject to pseudonymisation.

Protection Against Retaliation

No adverse consequences may be caused to the whistleblower.
