International scientific editorial board of the conference consists of Dr. hist. Kārlis Kangeris (the Chair of the Board, the Republic of Latvia), Dr. iur. Kristīne Jarinovska (the Republic of Latvia), Dr. hist. Arūnas Bubnys (the Republic of Lithuania), Dr. hist. Meelis Maripuu (the Republic of Estonia), Dr. habil. philol., Dr. hist. Boris Sokolov (the Russian Federation).

Among the participants of the conference – the members of the Commission, Latvian and foreign experts and the stipendiaries of the scholarship for the KGB Research.
On 15 December 2015 Dr. sc. pol., asoc. prof. Ivars Ījabs will present a public speech as an introduction for the conference on the preamble of the Satversme and the norm providing condemnation of the totalitarian regimes and their crimes and will open the floor for the discussions on scientific research entrusted to the Commission and its methodology. On 16 and 17 December 2015 the main part of the conference will take place.
There are two reasons for choosing conference venue – symbolic and practical. Once in Liepāja, there were concentrated large number of repressive institutions of the Soviet totalitarian and bureaucratic authoritarian regime. However, the “Blue wonder” (in Latvian “Zilais brīnums”) – headquarter of “the Cheka” in Liepāja – in comparison to “Corner house” (in Latvian “Stūra māja”) – headquarter of “the Cheka” in Rīga – is even wrongly mapped in World Wide Web, and there is no information in tourist guidebooks. Collective memory loss on crimes of “Cheka” had affected no only those living in Riga, but throughout Latvia. Therefore, the Commission has decided to continue the tradition, launched by organizing symposium during this summer in Jūrmala, and will organize scientific discussion on the control and repressions of the totalitarian society, the role of “the Cheka” for carrying this control and repressions outside Riga. The KGB crimes against Latvian nation took place throughout Latvia, therefore, the scientific research should be carried similarly – throughout Latvia.
There is still a possibility to take part within the conference, presenting a short report or a report for publication. The participation has to be applied to the Steering Committee until 11 November 2015, presenting for evaluation the summary of the report consisting of 2000 characters (in English and German), Curriculum Vitae.
