The highest rated public sector employers, along with UL include the Information Centre of the Ministry of the Interior, the Ministry of Foreign Affairs, the Office of Citizenship and Migration Affairs, the Ministry of Education and Science, the Ministry of Finance, the State Digital Development Agency, the Ministry of Defence, Riga Technical University, and the Ministry of Justice.
According to the survey, the most attractive private sector employer in 2025 is Swedbank. In the private sector, Latvenergo, LMT, bank SEB, Riga Airport, bank Citadele, Luminor Bank, Microsoft Latvia, SIA Tet and AS Augstsprieguma tīkls are among the most highly rated employers.
The survey amassed responses from almost 9000 employees and students in the Baltics, of which 783 – in Latvia. The results show that the public sector is still one of the most sought-after spheres, named by 40% of respondents as their work preference.
The data shows that in 2025, the three most important factors influencing job choices for respondents are above-average pay, good opportunities for salary growth, and a positive internal environment.
