University of Latvia in cooperation with the University of Tartu offers a summer programme “After the Empire: the Collapse of Communism and Beyond”.

This programme is a joint course offered by two leading universities: University of Tartu (established in 1632 and one of the most well-known and oldest universities in the Baltic Sea area) and University of Latvia (established in 1919 and listed as one of the leading universities in Latvia) in two countries and three cities in Estonia and Latvia: Riga - the capital of Latvia and two different cities of Estonia: Tallinn - the capital and Tartu - the University town.

The aim of this programme is to introduce the crucial changes in two Baltic societies, brought up by the collapse of communism. The programme will introduce the challenges and achievements of social, economic and political reforms and their past, present and future impacts on local as well as on international scale. Students will learn of state-of-the-art achievements generated by quick and efficient transformation from state-controlled economic system into free market economy.

Upon completion of the programme the student:

  • understands the main challenges facing Latvia and Estonia socially, economically and (geo)politically;
  • has acquired knowledge about the factors which have influenced Latvia's and Estonia's transformation from state-controlled economic systems into free market economy;
  • is be able to analytically discuss Latvia's and Estonia's foreign policies and relations with neighbouring countries;
  • understands reasons behind Latvia's and Estonia's principal political choices of the last decades.

In addition to the above described lectures and seminars will be provided by the professors of the participating universities. Visits to parliaments, governmental and public institutions, as well as to local non-governmental sector and enterprises are part of the programme.

Students will also benefit from a cultural programme that introduces Latvian and Estonian society, culture and history in a wider perspective. The students visit different museums and attend guided city walking tours.

Two weeks prior to the start of the programme all participants will be forwarded readings which they need to work through by the start of the programme. This contains both referrals to materials available online and/or copies of materials as an attachment.

Assessment is based on the accomplishment of the study goals of the programme: knowledge of the subject matter on the basis of readings, active participation in the class and group work, quality of the essay which needs to be sent in by e-mail at least within two weeks after the end of the programme.

Upon successful completion the participants will receive the Certificate of Completion and an Academic Transcript.
