Course annotation The purpose of the course is to provide and promote students’ understanding, refine a knowledge, facilitate skills and attitude on civil protection issues. Course examines the role of civil protection system in Latvia (also its framework in the EU and NATO), the organization and management structure, and main tasks of the system’s subjects. The course explores the disaster management principles and planning aspects, analyses the legal and practical measures of cooperation among state, local government and other stakeholders during disaster situations, opportunities of involvement of resources. Course gives an insight on possible daily dangerous situations and threats, considers and provides safe behavior principles and actions during such situations. The course describes the role, aim and task of early warning and notification system. The course ensures that students are familiar and aware about the role of media (social networks) and its impact on information dissemination during the emergency situations and disasters. Course ensures that students obtain general knowledge on disaster medical system and the role of first aid.
The course is developed in accordance to the Latvian national legislation prescribed for minimum requirements for the content of civil protection studies.

The languages of instruction are Latvian and English.



Results Knowledge:
1. General knowledge of specific civil protection issues in Latvia and the European Union and on first aid;
2. knowledge of the structure, legal framework, organization and management of the civil protection system;
3. knowledge of the tasks, rights and obligations of State, local government, legal and natural persons in the field of civil protection;
4. knowledge of objects of increased danger, the duties and rights of the owner or legal holder thereof;
5. knowledge of the civil protection commission of local governments, planning of measures, risk assessment, hazardous substances, their classification and requirements for their storage and transport;
6. knowledge of the prayer and delivery of international assistance;
7. knowledge of personal protective equipment in the event of a disaster (e.g. filter gas masks, anti-chemical protective clothing);
8. knowledge of the specific legal regimes (emergency and exceptional situation).

Skills:
9. to apply the acquired knowledge of the role and responsibilities of the State, local governments and other organizations in the planning of possible disaster management measures and their implementing measures in the event of different hazards,
10. to provide first aid in life-critical situations (e.g. stopping dangerous bleeding, resuscitation measures), as well as calling for assistance.

Competence:

11. address problems and apply knowledge of the organization and behavior of the civil protection system in potential hazardous situations (including basic first aid knowledge) and the prevention of potential risks by establishing principles of safe behavior, depending on the nature and nature of the emergency.

Requirements for obtaining credit points
Attendance of lectures and seminars at least 90%.
The overall assessment of the results achieved in the student study course consist of:
