Regulations. International volleyball tournament “University Cup 2010” (for men and women)

1. THE AIM AND TASKS

1.1. The aim is to popularize the volleyball as active, healthy sport and recreational activity among Universities in Latvia, Lithuania, Estonia, Finland, Netherlands, Portugal and Russia;

1.2. Implicate Universities and students from Latvia, Lithuania,  Estonia, Finland, Netherlands, Portugal and Russia and local sponsors, supporters, fans accordingly promoting sport development and physical activities;

1.3. Find out the winners of “University Cup 2010” (for men and women) among students who are not participating in international leagues hold by national volleyball federations as Schenker League or are not national team candidates;

1.4. Continue the international volleyball tournament “University Cup 2008” among Latvia, Lithuania, Estonia, Finland, Netherlands, Portugal and Russia as annual tradition;

1.5. Improve and promote relationships among students and Universities of Latvia, Lithuania, Estonia, Finland, Netherlands, Portugal and Russia;

1.6. To offer and provide volleyball players with appropriate standard tournament.

2. TOURNAMENT MANAGEMENT

2.1. International volleyball tournament “University Cup 2010” (for men and women) is organised by Sport Service Centre of University of Latvia with Technical University of Riga and Latvian Volleyball Federation;

2.2. Coordinator is Aija Kokina +37129832435

2.3. The technical crew consists of Uģis Bisenieks, director of Sport Service Centre of University of Latvia and coordinators of international tournament.

3. PARTICIPANTS

3.1. Full-time students from Latvia, Lithuania, Estonia, Finland, Netherlands, Portugal and Russia except International League (as Schenker League) players who are licensed by national volleyball federations and national team candidates;

3.2. Alumnus is allowed to play 1 year after graduating full-time studies at national University;

3.3. Teams must have application form and valid identity cards (alumnus – copy of diploma) before each game.

4. TOURNAMENT VENUE

International volleyball tournament “University Cup 2010” (for men and women) is hold from 05 till 07 March 2010 in Riga, Latvia, Olympic Centre, Grostonas Street 6b.

5. RULES OF COMPETITION

5.1. The games are played in accordance with FIVB Rules and Regulations and official balls Micasa MVP 200;

5.2. Competitions scheme depends on number of announced teams;

5.3. Number of sets:

5.3.1.    During preliminary games are played till two scored sets or consist of two sets (it depends on number of teams);

Semi-final and final games consist of two scored sets. The set is scored when the team gets 25 points at least with 2-point diference. In case of tied sets 1:1, the third set is played till 15 points at least with 2-point diference;

5.4. If the points are a tie, the order shall be determined on this basis:

by the ratio of all win and loss sets during first round;

by the ratio of all win and loss points during first round;

by the result of mutual game;

5.5. Each participant is responsible for his/her state of health and adequate physical load confirming it with personal signature in the application form;

5.6. Medical service is provided by tournament coordinators;

5.7. Referees check players’ identity cards (alumnus – copy of diploma) before each game;

5.8. The tournament management sends competition scheme till 18 February 2010. The tournament management performs teams` drawing in 22 February 2010 after receiving application forms. The tournament management sends information (team number, preliminary division, and schedule) for each team till 24 February 2010. 

6. REFEREES

Referees are provided by tournament management.

7. FINANCES                       

Organizational expenses (sport-hall rent, referees job) are paid by Sport Service Centre of University of Latvia. Travelling allowances (travelling expenses, apartment, and food) are paid by participating Universities;

8. AWARD

8.1. First, second and third team for men and women obtain the Cup and diploma;

8.2. First, second and third team players obtain medals and presents;

8.3. Other teams obtain consolation prizes;

8.4. The best players of the tournament and the best players of each team obtain consolation prizes.

9. APPLICATION FORM

9.1. In application form each University must indicate signature of authorized person, stamp of university, confirming participation in tournament and requirements in regulations;

9.2. Signature of participant confirms responsibility for his/her state of health;

9.3. In application form are allowed to prescribe not more than 14 players;

9.4. In each game can participate not more than 12 players;

9.5. The deadline for preliminary registration (supplement No.1 ) for international volleyball tournament “University Cup 2010” (for men and women) is 12 February 2010. Application form must be sent by fax: 67374735 or email: aijakokina@inbox.lv;

9.6. The deadline for final registration (supplement No.2 ) for international volleyball tournament “University Cup 2010” (for men and women) is 18 February 2010. Application form must be sent by fax: 67374735 or email: aijakokina@inbox.lv;

9.7. Team can cancel its participation in the tournament till 22 February 2010 by sending notice of rejection (supplement No.3 ) to email aijakokina@inbox.lv.

10. ACCREDITATION

10.1. All teams in full membership must arrive in the Olympic Centre Grostonas Street 6b for registration and accreditation one hour before the beginning of tournament. The chief negotiator of each team hands in an original application form with signatures of each player;

10.2. In case of non-observance of requirements of regulations, player is barred from participation.

11. SANCTIONS

In case of non-observance of requirements of regulations, tournament technical commission considers it and adopts the decision in one day. The decision for teams must be pronounced after the decision making.

12. OTHER RULES

12.1. Tournament management provides balls only for plays;

12.2. Each team must provide itself with warm-up equipment;

12.3. All questions not managed in the regulations are tackled by coordinators of international tournament.
