1. General Provisions
1.1. LU Library (hereinafter referred to as LUB) usage regulations (hereinafter referred to as the Regulations) regulate the servicing of University of Latvia Library users, the usage of information resources and systems.
1.2. Library of the University of Latvia lends an information resource to the user free of charge for specific use on condition that the same information resource is returned within a specified term. The legal relations thus established shall be considered a loan contract.
1.3. The subject of borrowing is an information resource, which in the perception of the present regulations is printed matter, unpublished material and electronic publication.
1.4. The regulations shall be binding on all LUB departments.
1.5. LUB information resources are property of LU.
1.6. LUB information resources may be used by LU students, Unified Reader’s Card (hereinafter referred to as URC) owners, as well as any other legal or physical person who has obtained LUB reader status in the manner specified in the Regulations.
1.7. Disputes over unfulfilled obligations to LUB shall be resolved at law enforcement organisations in accordance with the normative acts of the Republic of Latvia.
2. Obtaining LUB User Status
2.1. One may become an LUB user by registering at any LUB department.
2.2. LUB user registration shall be available to:
2.2.1. Physical persons, upon displaying a valid LU matriculation card, URC or ID (passport, driver’s licence). One may request and pay for the registration of a URC at the library;
2.2.2. Legal persons, upon their attorney-at-large displaying the original of the company’s registration certificate and submitting a Power of Attorney in accordance with the example supplied in Appendix 1.
2.3. During registration the LUB user shall:
2.3.1. Get acquainted with the LUB Regulations and affirm with a signature the obligation to follow them.
2.3.2. Receive their ID number and password which shall be used to get registered and follow up their user information’s correspondence to fact in the main electronic catalogue of national significance libraries;
2.3.3. To send and receive information the email address assigned by the UL is used.
2.4. The LU Library user registry shall be updated every study year. People who have not cleared their obligations to LUB shall not be reregistered.
3. LUB User Servicing
3.1. When attending the library:
3.1.1. Physical persons who are LUB users shall display a valid matriculation card or URC;
3.1.2. Legal persons shall display the Legal person’s Power of Attorney;
3.1.3. Upon displaying an ID (passport, driver’s licence), other persons shall be allowed to use publications in reading rooms.
3.2. To borrow a publication:
3.2.1. One must make an electronic request for a publication included in the electronic catalogue (hereinafter referred to as the EC)
3.2.2. If the publication is not in the EC, one must fill in a request form at the Lending department of the Central Library, while at branch libraries publications may be obtained immediately upon oral request.
3.3. An electronically booked/requested publication shall be claimed within 3 days. After this time period, unclaimed request is annulled.
3.4. The time of borrowing for a publication shall be determined by the usage periods that are defined for information resource units in the library information system used by LUB.
3.5. Publications that are in the EC shall be handed out on the basis of electronic requests, and the fact of their acceptance for taking out shall be confirmed electronically, by entering data on the publication and its user into the information system. For publications not in the EC, the user signs in the publication’s passport.
3.6. Publications not in the stock of Latvian libraries may be requested from other countries’ libraries using the services of the International Federation of Library Associations and Institutions (IFLA).
3.7. Publications which are in LUB stock that are rare or have been poorly preserved shall not be reproduced or given out for takeaway.
3.8. All LUB users shall have access to the library’s basic services, computers, the Internet, local and online databases and paid services in accordance with the price list of services approved by LU.
4. LUB User’s Rights and Obligations
4.1. User shall have the right to:
4.1.1. Use the whole LUB stock at its free-access reading rooms and library lending departments, its Salaspils stock, its databases, its information search engines for searching and retrieval of information resources, and other services provided by the library;
4.1.2. For a certain time borrow for takeaway or use in reading rooms the publications available at the library’s stock;
4.1.3. Renew the usage term for a publication once (electronically in the general catalogue, by sending an e-mail to the library, in urgent cases also by telephone), if the respective publication has not been reserved for another LUB user.
4.1.4. Obtain consultations and training in using the catalogue, card index and other information resources;
4.1.5. Upon displaying them to LUB staff, bring in the necessary personal publications, portable computers and other objects necessary for their work;
4.1.6. With a matriculation card or URC, to use all Unified Reader Project libraries’ stocks in accordance with those libraries’ usage regulations;
4.1.7. Submit suggestions to LUB administration concerning the improvement of the library's work.
4.2. User's responsibility:
4.2.1. Precisely follow the LUB usage regulations;
4.2.2. Preserve LU property: not to damage publications and inventory or impart other material losses to LU, as well as to inform the librarian of the faults encountered;
4.2.3. Not give the matriculation card or URC to another person so that they might use LUB services;
4.2.4. Observe the usage terms for borrowed publications and submit them to the library in time;
4.2.5. Pay default interest for the publications which have not been submitted in time in accordance with the LUB price-list for paid services that was in force at the first day of borrowing; LUB shall stop servicing the user in the event of a failure to follow a submission deadline, until the obligations have been fulfilled;
4.2.6. Replace lost publications with identical or equivalent ones; if the lost publication cannot be replaced with an identical or equivalent one, the lost publication’s cost may be covered in accordance with its present market value;
4.2.7. Failure to follow the LUB usage regulations shall entail refusing a user temporarily the right to use the library or he or she shall be excluded from it;
4.2.8. The prohibition to use LUB or exclusion from it shall not free the LUB user of the obligation to return borrowed LU property and property handed over for keeping to LU or to, in accordance with these Regulations, pay default interest or cover damages to LU;
4.2.9. Inform of changing their place or residence upon their next visit to LUB;
4.2.10. Change the matriculation card or URC if their personal information changes;
4.2.11. Use the computers and other technical utilities available at LUB only for their specific purpose: searching for and retrieval of information;
4.2.12. Leave any outdoor clothes, bags and other objects not used at the library, in the cloakroom;
4.2.13. Not disturb the work of other LUB users;
4.2.14. Upon interrupting studies or working relations with LU, fulfil all obligations to LUB;
4.2.15. While using the information resources available from LUB, follow the Copyright Law of the Republic of Latvia.
