The Centre was established in 2004 as a structural unit of the Department of Slavic Studies, Faculty or Philology and Arts. The Centre organises and performs the assessment of the degree of proficiency of Russian as a foreign language among students of Latvian universities and among foreigners living, studying or working in Latvia. The Centre is being developed in accordance with a Co-operation Agreement between the University of Latvia, the Russian language main testing centre for foreign citizens in Moscow, and the St. Petersburg University Russian language testing centre for foreign citizens.
On regular basis, the Centre organises research and methodological conferences, master classes and guest lectures by leading scholars from research centres for Russian as a foreign language.
